The Osceola County Education Association and School District of Osceola County bargaining leadership teams met on June 5, 2025 to continue negotiations. As the Florida State Legislature has still not set a budget for the 2025-26 year, no salary or compensation discussions have begun. OCEA would like to remind members SDOC proposed an insurance premium increase and plan design increases at the Insurance Committee in April 2025. OCEA offered a counter proposal in May. Members are strongly encouraged to continue reaching out to school board members and district leadership with their concerns before this plan leaves committee.

Today bargaining leadership teams focused on solving problems related to working conditions.

The primary issues discussed for both teams were the additions of bereavement and compassionate leave. The teams did not agree on final language but jointly drafted proposals to 1) provide employees with additional paid days upon the death of an immediate family member and 2) to allow employees to donate days to other employees who had previously been excluded based on discriminatory language in the school board rules.

Additionally, both teams had promising discussions around the following issues:

  • Transparency in evaluation data
  • Equity in evaluation practices
  • Clarity of toileting and diapering responsibilities
  • Removing limitations on supplement earnings
  • Class load caps for LY, 504, ESE, and Tier 3 students
  • Training for Nurses
  • Limitations to assigning “other duties” in lieu of hired job requirements

Overall, SDOC responded positively to most discussions and we are hopeful for productive collaboration to continue throughout the summer. Both teams will meet again on June 19, 2025. Members are encouraged to attend!
